About us?

  • The Permanent Representation (REPER) is an Embassy of the Spanish Government in the European capital, Brussels. An Embassy different from the others, since we are a reflection of the Spanish administration. We are civil servants from all ministries, experts in the subjects of our competence, who work in coordination under the instructions of our Ambassadors and our ministries in Madrid.

What is our mission?

  • Our mission is to promote and defend the interests of the Spanish people and of all Europeans as a whole in the decision-making process, to defend the Spanish position and to influence decisions always with the aim of building a fairer and more balanced Europe for all citizens of the Union.

How do we do it?

  • As officials of a Member State we have a dual role: on the one hand we are part of the Council of the European Union and on the other we defend the interests of Spain before all the institutions of the Union.

 

  • We carry out our mission mainly on two levels:

 

  1. First level: The Counselors .

REPER's advisors (Spanish officials from the various ministries) meet with their counterparts from the other 27 Member States in the so-called Working Groups , where Spain's positions are expressed and defended, and where negotiations are also held. They also prepare the meetings at the next level. There are more than 150 working groups.

 

  1. Second Level: The Ambassadors .

The Permanent Representative Ambassadors meet at least once a week in the so-called COREPER Permanent Representative Committees . The Ambassadors prepare the meetings of the ministers, rely on the work already done by the Councillors and negotiate positions in order to bring as many issues already discussed as possible to the Council of Ministers. There are two Permanent Representative Committees.

 

  • Ambassadors and Counsellors assist Ministers in the preparation and conduct of Councils of Ministers of the European Union

 

What else do we do?

  • The Permanent Representation interacts with all the actors involved in the decision-making process, always seeking a balance between the interests of Spain and the common European interest with the permanent idea of ​​being constructive and contributing to the common project.

 

  • REPER informs ministries on a daily basis on issues within their competence in the various institutions, the European Commission, Parliament, Committee of the Regions, etc.

 

  • REPER is also in continuous contact with all interlocutors related to the EU: Autonomous Communities, Deputies and Senators, MEPs, Local Entities, Business Representatives, Trade Unions, Associations, NGOs, Researchers and of course Journalists.
